Human Resources Manager (USP II)
This position is a salaried, full-time position employed by the University of Connecticut's Department of Dining Services, Storrs Campus. This position, under the general direction of the Director of Dining Services or designee, supervises all aspects of the Department of Dining Services Human Resource Department. Provides consistent supervision to personnel staff to insure standards for compliance, benefits, daily operation, workers comp, pension plan and FMLA. Represents Dining Services in contract negotiations, labor management relationships and other collective bargaining unit activities as needed.
Essential Duties and Responsibilities:
Oversees all human resources matters including position searches, performance evaluation, compliance, creation of position descriptions, benefits and non-state pension plans. Serves as the Department's representative for collective bargaining matters such as the hearing officer for staff grievances, member of the contract negotiation team and related contract administration issues. Mediates and resolves labor management disputes. Oversees and/or may conduct investigations and pre-disciplinary hearings. Attempts to settle disputes, documents finings and administers outcomes. Participates in the development, implementation and evaluation of various departmental policies and goals consistent with the Division of Student Affairs and the University's policies and procedures. Management liaison with campus offices to include but not limited to: Human Resources, Office of Diversity and Equity, Office of Attorney General and related collective bargaining units. Provides guidance and direction on personnel and payroll matters to ensure compliance with collective bargaining agreements, State regulations, Federal laws and University policies and procedures. Maintains and updates the Department's employee manual; collaborates with other team members in Dining Services training programs. Oversees Benefits Administrator to ensure that all confidential medical records are monitored as required and implements management notification process. Oversees selected aspects of the Department of Dining Services Workers Compensation Program by case management and regular communication with all affected parties. Participates in University and Departmental Safety initiatives. Collaborates as necessary on the return to work program. Evaluates benefit options and provides leadership in disseminating benefits procedures and policies to employee base. Works collaboratively to create annual employee workshop. Creates and delivers communication pieces and training modules and continues to enhance customer service, operational efficiencies and high standards. Directs the development and implementation of staff training programs. Assess training needs and determines objectives. Evaluates success of past training. Trains new Human Resources staff and provides subsequent timely evaluations. Conducts regularly scheduled staff meetings. Contributes to goal formation and completion on both the unit and departmental level. Attends meetings as required. Represents the department on university committees as required. Works within all university and departmental guidelines. Supports Dining Services Management Team on all personnel, labor relations and performance evaluation issues. Collaborates with Assistant and Associate Directors in a proactive manner to ensure that all personnel, union and performance evaluation issues are being handled properly at the manager level. Performs other duties as assigned.
Minimum Qualifications: Bachelor's degree in related field. Minimum five years professional experience in human resources management in a mid-size to large organization. In depth knowledge of Human Resources principles, policies and practices including labor relations, workers' compensation and equal opportunity principles and requirements. Excellent organizational skills including attention to detail, ability to multi task and work independently. Excellent interpersonal and oral and written communication skills. Considerable knowledge of public human resources administration including recruitment, selection, classification, compensation, benefits, career counseling and employee relations. Knowledge of relevant state and federal laws, statues and regulations. Knowledge of payroll procedures, operation and benefits administration. Interviewing, negotiation and conflict resolution skills; ability to counsel employees. Ability to design and deliver training programs. Ability to conduct investigations and present cases. Experience in working collaboratively with a unionized workforce, experience with collective bargaining agreements and demonstrated experience in contract review and negotiation. Willingness to work nontraditional schedules including some weekends and evenings.
